Heru Mardijarto has more than 25 years of experience in corporate and commercial law, with particular expertise in infrastructure, energy, construction, procurement, and regulatory matters.

He has advised state-owned enterprises and multinational companies on strategic projects, including power plants, geothermal developments, cross-border gas pipelines and telecommunications infrastructure.

His practice covers project structuring, contract negotiation, and regulatory compliance across highly regulated sectors. Prior to joining Walalangi & Partners, Heru was a partner at a leading Indonesian law firm, where he handled numerous high-profile transactions and projects.

Heru earned his law degree from Parahyangan Catholic University and an MBA from the University of Southern New Hampshire, USA.

Experience Highlights

  • Counsel to PT Ceria Nugraha Indotama in the development projects for the CNI Lapaopao Block Laterite RKEF with one 72MVA RKEF in Indonesia as one of the landmark smelter project in Indonesia 100% owned by Indonesian party. Our involvement includes the preparation and negotiation of the EPC Contracts with one of the Chinese State-Owned Entity in a joint operation with a Indonesian State-Owned Entity acting as the EPC Contractors.
  • Counsel to PT Amman Mineral for the construction and project financing of the AMIN Copper Smelter Project (ALB SE Asia Project Finance Deal of the Year Winner).
  • Counsel to PT Pertamina Geothermal Energy on the implementation of the Work Agreement for Engineering, Procurement and Construction for Total Kamojang Project 1×60 MW including the negotiations with the contractor regarding the content of the draft EPC Contract.
  • Counsel to PT Pupuk Indonesia Energy for the finalization of its EPC Contract which includes reviewing and revising the draft EPC Contract for the construction of the Gas Cogeneration Plant Project.
  • Counsel to PT Pupuk Kaltim for various works among others, preparation of the bid documents of its construction projects, certain procurement, and corporate matters,
  • Counset to PT Kertanegara Energi Perkasa in a contract negotiation of Engineering Procurement Construction contract for the expansion of the Senipah Gas Turbine Power Plant STEAM TAIL Project, 1 x 25 MW Steam Turbine. 
  • Counsel to PT. Perusahaan Gas Negara (Persero) Tbk., during the bidding process in relation to the execution of PGN’s pipeline project (South Sumatera – West Java – Phase 1 and Phase 2) including the preparation of bid documents, eg Instructions to Bidders, General and Special Conditions of Contract, prepare and attend pre-bid meeting, etc.
  • Advising PT Harbison Walker Indonesia in the review of the supply and installation contract for the supply and installation refractory materials and various coporate matters.
  • Advising PT Toshiba Asia Pacific Indonesia on various general corporate matters and structures.
  • Advising China Aluminum International Engineering Co., Ltd. on various construction issue in Indonesia, ie structuring foreign construction entity and required permits and licenses under Indonesian construction law.
